Highlands council adopts zoning and salary ordinances, approves $14.2 million refinancing and consent agenda

The Borough of Highlands Mayor and Council on Feb. 4 adopted two ordinances and approved a $14.2 million refinancing and a slate of routine municipal resolutions.
Ordinance 02601, amending Chapter 21 (zoning and land use regulations, Article 3 administrative procedures, section 21-11), was opened for public hearing. With no members of the public present, a council member offered the ordinance, it was seconded and the council voted to pass the ordinance on second and final reading.
Ordinance 02602, which amends Schedule A of the borough salary ordinance, similarly passed on second and final reading after being offered and seconded with no public comment.
Council also adopted Resolution R26056 authorizing the issuance and sale of $14,200,000 in bond anticipation notes to the Mammoth County Improvements Authority to refinance existing borough obligations. The mayor described the action as the borough's routine early-year refinancing of its current bond obligations.
The council carried the consent agenda (Resolutions R26057 through R26066).
