Socorro recognizes veterans group, approves nonprofit partnership to fund Cougar Park upgrades

The Socorro City Council read and ratified a resolution honoring the El Paso Veterans and Riders Association (EPVRA) and proclaimed March 2026 as EPVRA Appreciation Month. Council member Isabella Perez read the resolution, which recounts EPVRA's food drives and community outreach during the 2025 government shutdown.
Darrell G. Mond, identified in the resolution as EPVRA president, and Lupe (Guadalupe) Garcia, a retired Navy member and new EPVRA coordinator for Socorro, thanked the city and the Socorro Police Department for operational support during large distributions. "When we got on site an hour before the event, we already had 92 cars in the parking lot," Mond said, describing rapid distribution coordinated with police.
Separately, council approved a cooperative agreement with the Socorro Veterans nonprofit to support fundraising and improvements at Cougar Park and the Socorro Veterans Memorial. Deputy City Manager Victor Perez said the agreement allows the nonprofit to pursue grants, donations and sponsorships and requires coordination with the city to ensure projects meet municipal standards.
The council approved the resolution and the park agreement by voice vote.
