Sandpoint opens bids for Badger meter project; three proposals read aloud

The City of Sandpoint opened sealed bids on RFP 26-3452-1 for the Badger meters, registers and endpoints project at a public bid opening held in Sandpoint City Hall and online.
Heather Faircloth, the city’s grants, contract and procurement officer, said an incorrect RFP number appeared in some solicitation documents but that “the official RFP number for the solicitation remains 26-3452-1.” She said a recording of the opening will be posted on the city’s solicitations page within 24 to 48 hours.
Faircloth read three bids received by the city. The highest bid, from 2M Company, was read as $805,492; Faircloth said the bid form was complete, lead time was disclosed at 3 to 12 weeks and required specifications were being met. The second bid, from Consolidated Supply Company, was read as $788,459.50; Faircloth said its form was complete, delivery lead time was projected at 3 to 12 weeks and specifications were met.
A third submittal was received via FedEx without the RFP identification on the outside of the envelope. Faircloth said the deputy city clerk briefly opened the envelope only to identify which RFP it related to, resealed it, and handed it to the solicitations team; she emphasized that, aside from identifying the RFP number, “nothing has been reviewed within the contents of this envelope” prior to the public opening. Faircloth then announced that the third proposal was from General Pacific Incorporated; she read its total as $614,870, noted a delivery lead time of 3 to 8 weeks, and said confirmation of compliance with certain specifications (including 10-foot leads and slotted seal screws) was “to be determined” pending a more detailed review.
Faircloth introduced Sheryl Hughes (central services director), Holly Ellis (public works director) and Rod Burghart (supervisor of utilities) as city representatives present for the opening. She closed the session after reading the bids and thanking attendees for participating.
Next steps: City procurement staff will evaluate the submissions and proceed under the terms of RFP 26-3452-1; the public record of the opening will be available on the city’s solicitations page when posted.
