Herkimer County agency holds hearings on Feldmer Equipment projects; no public comment

The Herkimer County Industrial Development Agency opened public hearings to solicit comment on proposed financial assistance for manufacturing projects to benefit Feldmer Equipment, Inc., the agency's chief executive officer, John J. Pisc Jr., said.
Pisc Jr. told the hearing that one proposal involves acquiring a leasehold interest in approximately 10.9 acres at 245 Riverside Industrial Parkway in the City of Little Falls for renovation and an addition to an existing manufacturing facility, including larger silo/operation tanks. A related proposal covers leasehold interests in two parcels totaling about 6.54 acres at 59 and 79 Riverside Industrial Parkway, describing demolition of existing structures and construction of roughly 67,500 square feet of new facility space and installation of related machinery and equipment.
"I now open the public hearing for public comment," Pisc Jr. said when he called for statements on the record. He also explained that the agency may consider granting financial assistance that could include exemptions from certain sales and use taxes, real property taxes and mortgage recording taxes and that such assistance may exceed $100,000, triggering the public-hearing requirement under section 859A of the General Municipal Law.
Pisc Jr. said the agency's members adopted a resolution on Jan. 27, 2026, authorizing him to conduct the hearings and that the certified public hearing resolution and notices were mailed to local officials on March 13, 2026, and published March 16, 2026 in the Times Telegram and posted on the agency website and the Little Falls City Hall bulletin board.
He instructed that written comments could be addressed to John J. Pisc Jr.; he stated no written comments had been received prior to the hearings. The first comment period was opened at 9:05 for the 245 Riverside matter and Pisc Jr. observed that no one was present to speak. A second comment period opened at 9:15 for the 59/79 Riverside matter; the hearings were then closed for both properties with no public speakers recorded.
The hearings are a required step before the agency may approve financial assistance in excess of $100,000 for the projects. Agency members will consider the public record and any written submissions before deciding whether to grant assistance or enter a lease or sale of the project facilities to the company or its designee.
