City says MS4 inspection went well; staff to boost measurable outreach and bilingual materials

Staff updated the Environmental Services Utility Board on an Illinois EPA inspection of Kankakee’s municipal separate storm sewer system (MS4), saying inspectors identified 11 items, most minor, and that roughly 80% have been addressed.
A superintendent-level speaker said the state is asking for more specific, measurable outcomes — for example, how many people a public-education campaign reaches — rather than general social-media posts. "They really want to see what is the measurable outcome of that," the superintendent said.
Staff proposed using ward meetings, library and city-hall distribution points, and new English/Spanish brochures to document outreach. The superintendent encouraged alderpersons to invite ESU staff to ward meetings so the city can record participation and meet the state’s public-participation metrics.
The board discussed which staff handle pre-construction and post-construction runoff, illicit-discharge detection, and street-cleaning efforts that support MS4 compliance. Staff said they will finish outstanding items within the Illinois EPA’s 30-day corrective-action window and return with measurable outreach plans.
