The Carrollton‑Farmers Branch ISD board voted to approve the consent agenda on April 2 after removing item 5F for separate consideration. Trustee Kim Brady moved to approve the consent agenda as amended; Paul Gilmore seconded and the motion carried 7–0.
Item 5F (administrator contracts) was then discussed separately. Trustee Randy Shackman announced a recusal from that vote; Kim Brady moved approval and Marjgerie Barnes seconded. The board recorded the result as six in favor, zero opposed and one abstention/recusal, and the contracts carried.
The administration had noted in the premeeting that targeted improvement plans for Sheffield Elementary and Pulk Middle School are required for participation in the LASSO grant and recommended approval of those TIPs on the consent agenda. Chris Julian summarized the TIPs, emphasizing strengthened instructional leadership, weekly coaching and tiered feedback, and routine progress monitoring. Trustees asked for and received assurances that campuses are tracking data and that administration would follow up on campus‑level questions, such as whether community donations fund incentive prize cards.
Votes taken on consent items and personnel actions were recorded in the public minutes; trustees did not identify any additional action on consent items after the recorded votes.
