Oklahoma County commissioners approve contracts, grants and requisitions; one dissent on jail budget shortfall

Oklahoma County commissioners approved a slate of routine contracts, budget amendments and requisitions during their March 17 meeting, including an appointment to a new TIF district, contract renewals and a grant application resolution.
The commission appointed Butch Freeman to the newly created TIF (tax increment financing) district in the city of Chuckaw. Commissioners approved renewal of a professional services agreement with the Oklahoma Economic Development Foundation for $250,000 and renewed the Criminal Justice Advisory Council contract for $150,000.
County staff presented a FY26/27 election board agreement reflecting a 2.5% CPI increase; the contract amount cited for the year was $477,424. The commission approved several requisitions and the receiving of those requisitions. Two additional requisitions to the Oklahoma County Public Building Authority were added and approved during the meeting in the amounts of $183,993.32 and $42,480.
Commissioners also authorized submission of the county’s application for the 2026 Oklahoma Attorney General opioid abatement grant and approved an ARPA subrecipient amendment for project 300046 (impact 405), increasing the award from $5,000 to $80,000 to enable invoicing. A cooperative agreement with Deer Creek Fire Department was approved for rough grading and site prep for a new Deer Creek Fire Station No. 3; Deer Creek will provide $22,000 in materials while District Three provides labor and equipment valued at $100,000.
One vote of note: when approving an item to use so‑called 'jewel funds' for a reported jail budget shortfall, one commissioner (District Three) recorded a nay; the rest of the motions on the agenda were carried by voice vote. The Sheriff requested acceptance of a series of small donations (gift cards, modest sums) which the commission approved with thanks to donors.
In connected business, the County Public Building Authority convened and approved lease arrangements for the Lincoln building, approved an agreement to relocate TASK operations to the Lincoln building (retaining services in lieu of rent), renewed parking contracts, and adjourned. No new policy direction or appropriation beyond the approved items was announced during the meeting.
