Opioid Abatement Authority staff set FY27 application deadlines, extend renewals and outline reporting rules

An Opioid Abatement Authority staff member told a March technical Q&A webinar for cities and counties that new applications for fiscal year 2027 projects must be submitted by March 16, 2026, at 11:59 p.m., and that renewal applications have been extended to April 1, 2026, at 11:59 p.m.
“The new applications for FY27 projects are due 3:16, 2026, 11:59 p.m. through the grants portal,” the staff member said, and added that renewals were extended because deployment delays affected the renewal workflow.
Why it matters: The deadlines determine which local projects are eligible for OA funds next year and set timing for localities to prepare budgets, narratives and performance-measure updates. Staff emphasized that direct distribution reporting is mandatory for any locality participating in an OA award and set an April 16, 2026, 11:59 p.m. submission deadline for those reports.
Staff explained direct distribution reports may be submitted as part of an individual distribution application (new or renewal) or as a standalone report filed through the portal, and linked to posted guidance on direct distribution reporting.
Practical details and support: Staff said a budget template for renewals is available on the OA website and that example renewal applications and draft guidance from liaisons will be posted in the newsletter when ready. A participant, identified in the webinar as Miss B., asked whether a downloadable example exists; Miss B. asked, “Is there a place where I could see, like what is actually needed without opening up a new application? Like is there a template I can download somewhere?” Staff replied that examples are being prepared and reiterated the budget template availability on the site.
Next steps and schedule: OA staff said they will hold a final tech-support and Q&A webinar on March 4, and a May webinar on grants management for awardees. The grants committee will hold an information-only virtual meeting on June 11 to review project details; official award decisions will be considered at an in-person committee meeting on June 15, with a subsequent board meeting. Staff also said OA will participate in the statewide Virginia Recovery Conference in partnership with the Opioid Abatement Foundation.
What remains unresolved: Staff said example renewal applications are still in draft and will be posted; specifics about some template examples and certain guidance drafts were not yet available at the time of the webinar and were described as forthcoming.
