City administrator says Balcones Heights will seek partial annexation of Jack in the Box property

Maria Nandez, the city administrator, updated the Balcones Heights Economic Development Corporation on an annexation effort affecting a portion of the Jack in the Box property.
"The council allowed me to pursue the annexation of the portion of Jack in a Box," Nandez said, adding that staff will meet with the City of San Antonio at the end of the month to negotiate how to proceed. She said San Antonio indicated Balcones Heights would need to provide something in return for the parcel the city is being asked to transfer.
Nandez and other board members discussed title history and physical constraints. One speaker noted that deeds dated to the mid-1940s appeared to have left the sliver of land in San Antonio's ownership, and that some of the land lies in a floodplain while other parcels are developable. The board discussed limiting the annexation request to the specific Jack in the Box parcel rather than a broader strip across the highway.
Nandez told the EDC she was informing the board of next steps and did not request formal board action at the meeting. The record shows planned outreach to the councilwoman representing the area and anticipated meetings with San Antonio staff and attorneys if necessary.
