A district staff presenter recommended that the board authorize competitive bidding for the PHS/Jacob High School farm project, which the presenter described as a portable classroom with attached restrooms, associated site work, erection of an existing greenhouse that requires Division of the State Architect (DSA) approval, and electrical work. "It is recommended that the board approve authorization to seek bids for the PHS school farm project," the presenter said. Board members raised concerns that the project estimate dated May 2024 may be affected by market and supply‑chain changes; the presenter said additional funds may be available from Dr. Sutton but that staff would confirm.
The board then approved a recommended pool of construction-management/project-management firms — Harris Construction Company Incorporated, California Professional Management and Banner Construction Management Incorporated — to support district capital projects.
On the Volta Elementary School modernization and site-work upgrades, staff recommended awarding the rebid to Kaya Services LLC. Presenting staff said the original construction estimate was about $3.5 million; the first solicitation produced bids ranging roughly $3.8–$4.5 million, while the rebid produced lower bids in the approximate $3.7–$3.9 million range. Staff added a 10% contingency, putting the total project budget at about $4.131 million to be funded from Fund 14; staff also said any change orders or overages above $50,000 will require preapproval from a subcommittee. Construction is to begin promptly, with exterior work prioritized so the site is ready by the target of Aug. 1.
All three items were approved by roll call votes. The board adjourned at 1:12 p.m.
