Chico Unified awards construction contracts, approves lease-leaseback for Pleasant Valley rebuild

The board approved Resolution 1699‑25, which acknowledges state requirements for charter school facilities funding and the need for a five‑year master plan under the updated program tied to Proposition 2. A presenter told the board that the state has refined the program following voter approval of Proposition 2 and emphasized the master-plan requirement.
On the Emma Wilson Elementary transitional‑kindergarten project, staff reported four competitive bids and recommended United Building Contractors as the lowest responsive bidder. The board approved the contract award; the project includes three classrooms, two restrooms, a workroom and a TK playground.
The board also approved awarding lease‑leaseback preliminary services for Pleasant Valley High School Building D to United Building Contractors. District staff reported that temporary student housing has been finalized and that Building D has been gutted to studs and covered with a tarp to prevent further weather damage. Staff said the guaranteed project cost (GPC) will be developed and returned to the board for approval before construction proceeds.
Votes: motions on these items passed unanimously. Where discussed, staff emphasized that additional approvals (including final GPC and contract documents) will be brought back for board review.
Next steps: staff will finalize GPC details and return contract documents to the board for subsequent approval; construction scheduling and staging details are pending those approvals.
