Planning Manager David Cook told the commission the department is preparing a public participation plan and intends to workshop a draft with the Board of Commissioners before returning to the commission, likely at the April hearing.
Cook also summarized project status items: the commission's prior recommendation on Ordinance 2605 (an administrative variance process) goes to the board for a second reading the next day, staff plan commercial and industrial zone audits for June, and the county will work later this year to conform to new state rulemaking related to comprehensive plan Goal 5.
In the director's report, Director Henderson said the FEMA biological-opinion litigation remains pending with no recent action. Henderson outlined fairgrounds outreach for the fairgrounds strategic plan, including two public open houses (Saturday, April 18, noon—2 p.m., and Wednesday, May 20, 5:30—7:30 p.m.) and said staff adjusted the scope of a housing assistance grant with state staff and consultants to match the available budget.
Henderson also noted an elected-officials meeting at the fairgrounds to address 911 consolidation and economic development and described a housing task-force presentation from an organization identified as Sammy's Place on a universal-design housing project called Thompson Springs.
The director reminded commissioners of reappointment application deadlines (applications close May 3) and that the Board of Commissioners would conduct a second reading of Ordinance 2605 the following day. The meeting adjourned following a motion and second.
