Cole County commissioners on March 17 approved a memorandum of agreement (MOA) with the State Emergency Management Agency to rewrite the county’s multi-jurisdictional hazard mitigation plan, a review the county must complete every five years to remain eligible for federal hazard mitigation grants. Staff said the county’s required in‑kind match totals $8,000 and is expected to be covered by staff time and regional planning commission dues, not by a separate cash expenditure.
County staff explained that SEMA has contracted with local regional planning commissions (RPCs) to perform the plan update and that the county’s RPC will perform much of the work. A representative from Midmo Regional Planning Commission was present to answer questions.
The commission made and seconded a motion to approve and sign the MOA and approved it by voice vote. The MOA was presented as professional planning services to ensure the county meets the five‑year update requirement and remains eligible for federal mitigation grant programs.
Next steps described by staff: the RPC will coordinate the writing process with county staff and stakeholders; the county will provide the described in‑kind match through staff participation and its existing RPC dues. No out‑of‑pocket county cost was reported in the meeting record.
The commission moved on to other business after the vote; staff and RPC representatives said they would follow up with a schedule and outreach plan for the mitigation update.
