Shippensburg school board approves five-year transportation contract with Boyo Transportation

The Shippensburg Area School District Board of Directors voted March 9 to approve a five‑year transportation contract with Boyo Transportation to provide regular, special‑education and nonpublic transportation services from July 1, 2026, through June 30, 2031.

Administration recommended the contract and told the board a version of the agreement has been adjusted to include fuel- and insurance‑related clauses. The board discussed procurement timing: several members asked why the district would vote to approve terms before contractors had signed final documents. Administration said the board’s approval signals district willingness to offer the contract; the district will then circulate final paperwork and return any materially changed agreements to the board.

Board member Mr. Scott pressed the point during discussion: “So we’re signing after you approve it. Then we sign it and then we send it to them and they sign it.” Administration replied that the district had engaged extensively with vendors and expected signatures to align with the approved terms; any substantive changes would return to the board as amendments.

After discussion the board approved the contract on a roll call vote with all recorded members voting in favor. The administration said the contract had been negotiated with multiple exchanges with vendors and that approving the terms now preserves current pricing and allows the district to finalize logistics before the summer routing season.

The board’s materials list the contract term and indicate it includes adjustments for fuel and insurance; the administration said the contract had been negotiated in ongoing conversations and would be returned to the board if the vendor’s signed version contained substantive changes.

Next steps: administration will circulate the final contract for signature and bring any material amendments back to the board.
