Nicole Brown, the county’s community development and planning director, guided commissioners through public comments and suggested revisions. Topics included whether a driveway definition should reference "lot" rather than "dwelling unit" to avoid confusion when accessory dwelling units (ADUs) are involved; whether the regulatory wording should replace "may" with "should" for a provision discouraging construction before subdivision approval and add explicit language that construction prior to approval is at the landowner’s risk; and removing a prescriptive one‑inch to 400‑foot scale for hand sketches in pre‑application materials in favor of allowing a rendering or approximate information.
Commissioners also discussed process questions: whether changes to applications after public hearing should trigger a new hearing versus treatment as conditions of approval; composition and disclosure of the COS review committee; centralizing criteria for exemption/evasion review versus keeping criteria in each exemption subsection (some preferred a single uniform list, others preferred specific lists for clarity); and how to treat subsequent minor subdivisions vs. major subdivisions (the staff noted a contradiction between text and a diagram and proposed removing a blanket sentence so that some subsequent minors can be reviewed as first minors under stated rules).
Director Brown said staff would consolidate all edits discussed into an April 2026 proposed redline, post it online and to commissioners, and allow two weeks for review with the item returning to the commission April 15 for formal action. Commissioners agreed that posting a consolidated draft and allowing public review before votes was the prudent next step.
