The Philomath City Council moved into an executive session at 5:33 p.m. on March 9 to deliberate labor negotiations, the presiding official announced.
The clerk told the room that the council would meet "for the purpose of conducting deliberations with persons designated by the governing body to carry on labor negotiations," invoking statute OS1 192.6602D and saying designated staff, the news media and other designated persons would be allowed to attend while other members of the audience were asked to leave.
The clerk also reminded council members and staff that "the confidences in this executive session belong to the city council as a body and not to the individual members," and that such confidences should only be disclosed if the council as a body approves a disclosure. The clerk added that any member or staff person who did not believe they could maintain those confidences should not participate in the executive session.
No formal motion or vote to adopt a policy or contract was recorded in the public session; the presiding official closed the public meeting and the council proceeded into the closed executive session. The council indicated it would return to open session and welcome the public back after the executive session concluded.
