Board adopts draft violation-and-fine rubric to standardize penalties for dental hygiene programs

The Dental Hygiene Board of California voted March 28 to adopt a draft violation‑and‑fine rubric intended to standardize how penalties, time frames and remedial requirements are applied to dental hygiene educational programs.
Board staff and the task force — co‑chaired by board members — told the board the rubric responds to observed variation in how programs interpret Commission on Dental Accreditation (CODA) standards and state regulations. The rubric lists violation categories, associated penalties and remediation timelines so the board can apply penalties more evenly across programs.
"The rubric is intended to eliminate any potentially perceived subjective result," the education committee report said in presenting the draft.
Michael Long moved that the full board approve the draft rubric and permit future amendments; the motion passed on roll call vote.
The board directed staff to apply the rubric during dental hygiene educational program reviews and site visits and to allow future modifications as needed. The rubric was developed following a March 22, 2025 full‑board request and subsequent task‑force work with appointed stakeholders.
