The Caroline County Planning Commission on March 26 recommended that the county not add a specific "thrift store" use to the Rural Preservation (RP) zoning district, citing concerns about impacts on residential areas and the potential for unregulated proliferation across the RP district.
Zoning administrator Brad Robinson opened the discussion by explaining the petition process and noting that the petitioner's proposed language would enumerate "thrift store" as a special-exception use in RP, with draft development standards included in the packet. Robinson told commissioners that the agenda item was a procedural recommendation to the board of supervisors rather than a public hearing and that staff would prepare formal text-amendment language and development standards if the board directs work on the matter.
Commissioners pressed several operational points. Dr. Carol Horton said she worried about donation bins and trash accumulation in front of a thrift site and asked what controls would prevent items from being stored or piled outside. Robinson said such concerns could be addressed by development standards or special-exception conditions, and that adding the use as a special exception would allow parcel-specific conditions rather than creating a broad by-right allowance.
Commissioners also discussed whether the applicant should pursue rezoning to B1 rather than asking to add thrift stores countywide to RP. Robinson noted that rezoning a parcel that lies outside a designated growth area could carry long-term impacts, and that a special-exception path preserves the commission's ability to evaluate individual locations and add conditions as needed.
After extended discussion, the commission amended a motion and voted to forward a recommendation to the board of supervisors that thrift stores not be added to the RP district. The amended recommendation left open the option of allowing thrift stores in other districts — specifically naming B1 and M1 — and indicated that, if the board directs a text amendment, the commission and staff would craft definitions and development standards (for example, screening, limits on outdoor storage, and controls for donation bins) before any use is added to the ordinance.
The commission's action is only a recommendation to the board of supervisors; any actual change to the Caroline County zoning ordinance would require a formal text amendment and a subsequent public hearing.
