Cross also described returns of completed capital project balances (for example, $785,750 returned from the Kodiak Fisheries Research Center Decontamination Project and $463,334.94 transferred to finalize a mental health abatement remediation project) and other inter‑fund transfers and project closeouts. The assembly voted to advance the ordinance to public hearing by roll call 6‑0.
Administrative Official Sema Garut summarized federal fishery disaster funding from the 2020 Prince William Sound/Copper River fishery disaster. Garut said NOAA allocated approximately $15,730,357 to affected management areas and that Kodiak Island Borough was notified it is eligible for a payment of $11,595.50; the assembly moved ordinance FY2026‑23 to public hearing by voice and roll call and the motion passed 6‑0.
Assembly members asked no substantive questions after staff presentations. Both ordinances will return for formal hearing and final action at a subsequent meeting; staff noted the budget amendment contains many line‑level transfers and that supporting schedules will be available at the public hearing.
