Frederick County Human Relations Commission recommends Jayna Shah for appointment after closed-session vote

The Frederick County Human Relations Commission unanimously recommended on Feb. 12 that the County Executive appoint Jayna Shah to the commission.
Cindy Shubin moved the recommendation; Lisa Clark seconded and the motion passed unanimously in open session, according to the meeting minutes. Earlier at 7:14 p.m. the commission voted to enter a closed session under Maryland Annotated Code General Provisions Article, §3-305(b)(1); the motion to enter the closed session was made by Cindy Shubin and seconded by Robin Clayton and passed on a roll call of the members present.
Vice-Chair Mari Lee read the required closing statement before the closed session motion. The minutes record the roll-call votes for the closed-session motion as Aye by Mari Lee, Lisa Clark, Robin Clayton, Kap Kaplowitz, Alleria Stanley and Cindy Shubin; Zenobia Bryant and Danielle Haskin were recorded as excused/absent.
After the commission returned to open session at 7:42 p.m. on a motion by Alleria Stanley (seconded by Lisa Clark), staff were directed to transmit the appointment recommendation to the County Executive. If the executive approves the nomination, the appointment will be placed on a County Council agenda for affirmation; the timeline is subject to Council scheduling.
The meeting adjourned at 7:47 p.m.; the next HRC meeting is scheduled for March 12, 2026, via Microsoft Teams.
