Jay County accepts asphalt emulsion bids, reviews bridge work and tables roofing decision

At the April 27 session, Jay County Highway Superintendent Bob Howell opened three bids for asphalt emulsions from Asphalt Materials, The Klink Group and Marathon Petroleum; commissioners voted to accept all bids as presented and discussed continuing a practice allowing the highway department to choose the best fuel option by project.
Howell and Assistant Superintendent Ms. Klarer reported that SJCA scored highest on Bridge 64 procurement and requested the board call a special session after the contract is prepared for final action. Howell also presented the phase-one report from EGIS for the 2025–2028 bridge inventory inspection for commissioners' signatures.
On Bridge 93 (350 W), Howell said a condemnation was filed April 22, 2026, and that the public letting remains scheduled for November 2026. Howell reported that paint for the Seventh Street bridge was delivered and that completion will depend on weather.
The highway department will advertise dust-control work at $1.65 per foot with a 300-foot minimum. Commissioners heard roofing quotes for the main building (McGuff Roofing $74,834; JML Edwards $69,229) and for the south side of the maintenance building (McGuff $38,635 to remove solar panels and wash existing roof; JML Edwards $29,399 to remove and install shingles and remove solar panels). After discussion, commissioners tabled the roofing work to gather more information.
Howell presented an emergency $95 claim to Elan for the Indiana BMV, which the commissioners approved by unanimous motion. SJCA’s representative Perry Knox clarified the CCMG grant right-of-way 2:1 slope would be considered permanent construction for purposes of that project.
Next steps noted in the record include preparing the Bridge 64 contract for a special session and personnel follow-up on the roofing and dust-control procurement as needed.
