Council hears updates on permits, parks, water projects, and safety grants
Summary

Building and planning: Planning and building staff reported issuing 19 single-family home permits and several commercial project approvals, and said the Rush Fund Center is scheduled for a soft opening pending final inspections. "They should be probably pushing opening by the end of the month," planning staff said.
Parks and recreation: Parks staff and volunteers reported the new pickleball courts will be playable by Friday or Saturday and described progress on shade and lighting; council members raised early interest in tournaments and discussed whether permits, event applications or fees should be required.
Veterans Memorial and volunteer projects: Volunteers reported underground electrical work beginning for the Veterans Memorial project; volunteers and contractors are coordinating trenching, pole installation and concrete work.
Water, airport and grants: The water department reported progress on a 2,000,000-gallon Sky Ranch tank and drilling at local wells, noting SWIP compliance steps after a recent discharge. Airport staff said the AWOS (all-weather observation system) project is expected to begin construction the following Monday after a long parts delay. A council member announced a $100,000 UDOT technical-assistance grant to support the transportation master plan.
Traffic safety and Gold Wash: Council members discussed a recent pedestrian fatality on State Street, UDOT signal phasing options and potential raised medians and said NRCS is expected to issue a record of decision for Gold Wash detention improvements with federal agency sign-ons; staff said NRCS may fund 100% of design costs for that project.
Other business: Staff briefed the council on open positions in finance, parks and evidence tech roles, ongoing ADA and privacy work on the city website and an approaching adoption deadline for a state privacy policy.
What’s next: Several agenda items (including a franchise agreement and a transportation contract) were continued to later meetings to allow staff answers and participation by department directors; no final council actions were taken on those items in this session.
