The Employee Benefits Committee voted to adopt an amendment clarifying how health‑insurance mandate measures are handled before bill submission. Beth, legislative council staff, explained that recent statutory changes require a cost‑benefit analysis to be appended to a measure after it completes the PERS pilot process and that committee reports and impacted‑agency actuarial reports must also be appended when required by statute.
Committee members debated whether the amendment resolves timing conflicts for chairs who must balance Joint Rule 2‑11 deadlines with statutory requirements for appended analyses. Senator Roars said that chairs previously were placed ‘‘in the middle’’ when a bill both required cost‑benefit analyses and had hard submission deadlines. Beth replied that the draft does not change the deadline but adds language to make clear which reports may be required and that final discretion about accepting bills after the deadline rests with the committee chairman and vice chairman.
The committee adopted the amendment by roll call; the clerk recorded the vote and the chairman announced that the motion carried. Committee staff will distribute the revised rule language and follow the updated process when referring future health‑insurance mandate proposals.
