Belvidere City Council approves vehicle sales, parking swap and special-use permit; opens annexation hearing

Belvidere City Council on July 7 approved a package of ordinances and routine motions, and opened a brief public hearing on an annexation affecting property near Deer Hills One.

At second reading the council approved Ordinance 727H, authorizing the sale of multiple surplus city vehicles and equipment listed in the meeting packet, with the city setting minimum bids (typically scrap value). The motion passed on a roll-call vote of 10 in favor, 0 opposed.

The council also approved Ordinance 728H, authorizing an exchange of parking areas between the city and the Community Building Complex Committee of Boone County to correct prior legal/ownership errors shown on an accompanying schematic. The ordinance passed on a roll-call vote of 10-0.

Ordinance 729H, a second-reading special-use permit to allow outdoor storage for Co Conan Contractor Services at 845 E. Jackson Street in the General Industrial District, was approved following presentation of advisory reports and recommendations. The vote was 10 in favor, 0 opposed.

During new-business procedural items the council held first readings (no action) on Ordinance 73H (an annexation agreement with Blackhawk Reserve LLC and Contry Homes LLC) and Ordinance 731H (an annexation of territory north of Business US-20 and east of Beaver Valley Road). City staff clarified the two matters are not related and will return for further council consideration.

Motions forwarded from the Committee of the Whole carried unanimously. Those included acceptance of a $1,500 donation from the Boone County Treasurer (for the Belvidere Boone County Explorer Post), authorization for Police Chief Shane Woody to sign an intergovernmental agreement with the Stateline Area Narcotics Team, and approval of a block-party request from Belvidere First Assembly Church to close 7th Avenue at West Fifth Street on Aug. 16, 2025 (8 a.m.–3:30 p.m.). Each motion passed on a roll-call vote of 10-0.

The council opened a public hearing at about 6:14 p.m. on an annexation agreement for lots north of Business US-20 and east of Beaver Valley Road. The city attorney said the agreement pertains to roughly 15 lots owned primarily by one builder within the Deer Hills One subdivision and would allow the builder to continue constructing and closing homes during a gap period before the full annexation of the subdivision. City Clerk Erica Blueji confirmed the legal notice was published in the Boone County Journal on June 12, 2025. The hearing was closed at about 6:15 p.m.

The meeting concluded with routine approvals (minutes, committee minutes) and adjournment at 6:27 p.m.
