Senate fails to advance Next Generation 911 constitutional amendment after floor objections

It simply creates the account," the bill sponsor told the chamber, stressing that future enabling legislation would determine distribution. Supporters described examples from other states in which NG911 stability improved call-routing and public safety outcomes.
Despite unanimous House support and proponents’ appeals on the floor, several senators objected that leadership had not secured the votes in advance — a procedural complaint that recurred in other contested measures. Opponents framed their 'no' votes as protest about floor process and a broader pattern of using two-thirds items without sufficient negotiation.
When the roll call was concluded the resolution received 31 yeas and 14 nays and therefore did not meet the two-thirds threshold needed to amend the Constitution. Sponsors gave notice of possible reconsideration at the proper time.
Supporters said they would continue to pursue NG911 funding and legislative fixes in the coming days of the session, including possible reconsideration or alternative statutory vehicles to secure the resources needed for 911 modernization.
