Council approves Motorola public-safety agreement, surplus property sale and routine resolutions

The South Beloit City Council approved a series of routine ordinances and resolutions at its Jan. 20 meeting, including a public-safety network agreement with Motorola and a request to declare a city-owned parcel at 532 Hemingway Place surplus and place it for sale.
Ordinance 2896 authorizes an agreement with Motorola Solutions Inc. to provide access to the public-safety network service and allow minor radio programming to be completed in-house, a change staff said will save time and travel for police equipment maintenance. Ordinance 2897 declares city property at 532 Hemingway Place surplus following code-enforcement actions and directs staff to offer the property for sale by sealed bid (with the option for serious buyers to coordinate a property walk and a list of required repairs).
The council also approved Resolution 6667 to enter an interagency agreement with Youth Service Network Inc. to provide youth and family support referral services at no cost to the city; Resolution 6668 to contract with Northern Illinois University Center for Governmental Studies to finalize strategic-plan details and community engagement; and Resolution 6669 to renew the lease for the city's postage machine under a state contract. The council approved hiring a part-time street-department employee (listed in the record as Edgars) at $15 per hour and then adjourned.
All listed ordinances and resolutions were approved by voice vote during the meeting; staff described most as routine, with limited discussion. The EMS/fire partnership (Resolution 6670) received more substantive discussion and is reported separately.
