Staff noted applicable state and federal reviews (VDH, VDOT, VDEQ) and a required site development plan; recommended conditions include no retail customers on site, screening of materials, and compliance with relevant agency requirements.
Neighbors who live within a few hundred feet of the property expressed repeated concerns about well water contamination and surface runoff (several speakers said multiple nearby homes use private wells), about the quantity and source of topsoil, and about visual, light and noise impacts from equipment and truck traffic. Sarah Hernandez asked whether soil origin and testing would be required and urged additional safeguards; Mitchell Pace and Shelby Pace echoed calls for more precise site drawings, limits on stored volumes and clarity on machinery and hours.
Commissioners said the concerns warranted more detail and a clarified sketch/site plan showing storage locations and any underlayment or containment. Commissioner Kilpatrick moved to defer the item to the April 7 meeting to give the applicant time to provide details; Commissioner Dorsy seconded. The motion to defer passed 5–0.
What happens next: the applicant is to return with additional site documentation and answers to water‑quality and storage questions; the item will be considered again on April 7.
