Commission recommends Reva at Chalco plat; traffic study finds signal warranted at 159th & Giles

Sarpy County planning staff and the developer told the county planning commission on March 17 that an updated traffic study for The Reva at Chalco supports a traffic signal at 159th Street and Giles Road and that the developer will participate in funding the signal as part of the subdivision agreement.

Planning Director Robert Loko said the 20.74‑acre development southwest of 156th and Giles Road would create four final‑plat lots — three intended for multifamily buildings and one reserved for an existing cell tower — with RG35 zoning and a plan‑development overlay. Loko noted the updated traffic counts (taken in January 2026 while schools were in session) and said the study identified a warrant for a fully signalized intersection at 159th and Giles.

"It's warranted," Loko told the commission when asked whether a signal was justified. Trevor Veser of TD2 Engineering, representing Hubble Development Services, confirmed the developer will participate in the cost share and that right‑of‑way and right‑turn lanes would be constructed with phase one.

Resident testimony raised concerns about existing traffic on Giles Road and the corridor’s capacity. Chris Schleuber, a nearby resident, described difficulty making left turns during peak periods and urged the county to clarify long‑range plans for Giles. A county public‑works representative said the county is planning a corridor study and that any larger improvements would need to be included on the one‑and‑six‑year plan and approved by the county board.

The commission recommended approval of the final plat subject to nine staff conditions, including cost participation for the signal and coordination with the Papio‑Missouri River Natural Resources District on the stormwater outfall. The motion carried, six yays and four absent.
