Applicant outlines 25-unit plan for 423 Center Street; stormwater agreement remains

Mike Perry, identifying himself as the applicant, told the council he plans to build a 25-unit residential building at 423 Center Street, comprised of 19 two-bedroom, two-bath units and six one-bedroom, one-bath units. "So, we're planning on building a 25 unit building on 423 Center Street," he said, adding that he intends to keep the property long-term for his family.

The nut graf: Perry said the project has gone through zoning and planning commission review, received multiple variances including height and setbacks, and that the proposal includes 52 parking spaces, pavement upgrades and stormwater improvements. He said sealed engineered plans are ready for signature but council approval depends on a signed stormwater management agreement.

Perry said the team reduced unit count and redesigned parking to meet requirements and that they would upgrade storm drains and sidewalks near the site. He asked the borough to hold a signed set of sealed plans for council signature at the next meeting if needed.

Council members and staff confirmed the planning commission had forwarded the matter to council with conditions; staff said the only outstanding item was the stormwater management agreement, which they expected to be executed by the meeting next Wednesday. If that agreement is in place, staff recommended placing the signed plans on the council agenda for formal approval.

The council did not take final action at this meeting; staff said they expected to bring the item back for a final vote after paperwork and the stormwater agreement were completed.
