The Columbia Borough Historical Architectural Review Board on March 11 approved an application to replace multiple street-facing windows, restore the original-style front door and repaint the exterior at 210 Popular Street. The board’s approval advances the project to borough council for final consideration, and staff said permit issuance will follow council approval.
A contractor representing the homeowners told the board the work is intended to match the house’s original window pattern and restore the front entry. “They want to paint the side of the house,” the contractor said, and added that the five lower windows will be replaced to match the attic’s original one-over-one window. The contractor named Harvey Building Products as the intended window manufacturer and said the proposed replacement windows would be vinyl with a black exterior wrap while the exterior sills and heads would remain painted wood.
Board members questioned whether the project would change window openings. The preservation society’s preference that openings not be altered was noted; the contractor said the application calls for replacements only and “not at all. Just replacements.”
After the presentation and brief discussion of materials and finishes — including confirmation that painted brick will remain painted and that sills will not be covered with metal — a member moved to approve the application, another seconded, and the motion carried with all members present voting in favor.
Staff explained the administrative next steps: HARB approval is a required step before the borough council takes final action. A staff member said the application will be forwarded to council for a final determination and that, if council approves, permit paperwork will be completed and the permit issued. The board noted that someone should be available at council in case members have questions.
The board did not place conditions on the approval. The project will proceed to the borough council for its final vote before building permits can be issued.
