County will not renew temporary use permit for Dean Lane property after applicants decline renewal; staff cites fire and code concerns

Churchill County staff told the Planning Commission on March 11 that applicants Annalie and Gary Sinclair will not pursue a renewal of temporary use permit TUP377 for a residence at 1015 Dean Lane and that the county will allow the administrative expiration process to proceed.
Planning staff read a text from the applicants indicating they will not attend the meeting and will not apply for another temporary use permit, and that they plan to remove their RV, animals and other items as they clean the property. Randy Hines said, "We will be terminating that TUP since they are not asking for a renewal," and reminded the commission that county code allows occupants 90 days to vacate after a TUP expires.
Staff also noted there had been a fire on the parcel on Feb. 23, 2026; code enforcement and building staff found extension cords and other unsafe conditions at the site during inspection. Commissioners discussed enforcement timing and agreed that termination of the TUP would put the 90‑day code clock in place for occupants to leave.
Staff confirmed that temporary use permits are valid for one year and lapse if not renewed; because the Sinclairs asked not to renew, the county will not process a renewal and will communicate the 90‑day removal requirement under county code.
