The Madison Common Council approved Legistar 92294 on March 24 to authorize a new agreement with Baker's Place LLC for 20–50 monthly 24/7 parking permits at the Livingston Street garage in District 6.
Parking staff explained that the 2022 long-term lease reserved stalls for Baker's Place at night and on weekends; the new agreement replaces that lease with monthly 24/7 permits so tenants can access parking any time. Permits are charged by ordinance at $140 per month plus a 10% administrative fee; the agreement requires Baker's Place to pay monthly and allows the city to terminate permits if payment is not made. Staff said historical occupancy data show capacity at Livingston well below peak levels, minimizing risk to the city.
The agreement sets a minimum of 20 paid permits and allows Baker's Place to increase up to 50 if demand warrants; the term is 10 years with two five-year extension options. The council moved, seconded and recorded a unanimous vote to approve the authorization.
Staff said permits are subject to oversale rules (unused permits may be made available to the public) and that enforcement will be handled administratively under existing parking policies.
