Flagstaff planner: Regional Land Use Plan 2045 will be decided by city voters via Question 492

Elsa Erling, associate planner in comprehensive planning for the City of Flagstaff, briefed the Indigenous Commission on the placement of the Flagstaff Regional Land Use Plan 2045 on the city ballot as Question 492.
"The Flagstaff regional land use plan will be on the ballot for city voters and they will decide whether to ratify or not ratify the regional plan through question 492," Erling said. She told commissioners the election will be conducted by mail for city residents only, with April 20 listed as the last day to register and May 19 as the date ballots are due.
Erling explained that a 'Yes' vote would make the South 2045 plan effective immediately and replace the current regional plan 2030, while a 'No' vote would keep the existing plan in place and prompt staff to gather feedback for a revised plan in a later election. She emphasized that the regional plan is a long-range policy guide addressing housing, transportation, economic development, climate action, natural resources and public safety; it does not, by itself, rezone properties or approve specific projects.
