Moraine council approves 2026 paving and concrete contracts, moves to repeal local dog ordinance and adopt 2025 Ohio fire code

The Moraine Committee of the Whole voted unanimously to move forward with several public-works contracts and housekeeping code changes during its meeting.
Council members voted to have legislation drafted to award the 2026 asphalt paving contract to Barrett Paving Materials, with the accepted low bid of approximately $529,230.62 and a recommended 10% contingency that brings the authorization to about $582,153.68. Council also agreed to draft legislation to award the 2026 road, curb and storm-structure project to America's Decorative Concrete, whose low bid was reported at $418,224; with the recommended 10% contingency the total authorization was presented as about $460,046.40. Staff told the council that savings from other bids made it feasible to proceed with both projects.
Separately, staff described a traffic-signal controller replacement program to convert loop detectors to radar detectors at several intersections. One quoted project for Elby Road at Dorothy and Elby was estimated at $31,549.65, with a 10% contingency bringing that location's cost to about $34,704.62. Council was told a budget transfer of roughly $9,705 from the annual streets improvement program would cover the gap and that city staff could approve the transfer without separate legislation; council directed staff to prepare project legislation.
On code matters, the council voted unanimously to draft legislation adopting the 2025 Ohio Fire Code, described as a routine update from the city's prior (2017) fire-code adoption. Council also voted to prepare legislation to repeal Moraine Codified Ordinance 508 after staff explained that an update to Ohio Revised Code 955 — effective March 20 — would create conflicts between local and state provisions governing nuisance, dangerous and vicious dogs. Law Department staff said repealing the local ordinance and relying on the revised state statute would be the cleanest approach; they also said they would return with any necessary cross-reference amendments to other city code sections.
All formal roll-call votes recorded in the meeting were unanimous in favor of the motions to draft legislation on these items. Council recessed to executive session later in the evening to consider personnel matters.
