Council approves PFC treatment design work and maintenance money for city wells

The Garfield Mayor and Council on Oct. 28 approved two capital ordinances to address water-system needs.
Ordinance 3104 authorizes an additional $52,000 to fund preliminary design and bidding services for PFC (per- and polyfluoroalkyl substances) treatment at the Ellen Park wellfield. City staff described the appropriation as funded from the reserve for water improvements and said the ordinance does not issue debt.
Ordinance 3105 authorizes an additional $12,000 for maintenance of wells one and two, also funded from the reserve for water improvements. Council members said both measures are practical steps to maintain and improve local water quality and infrastructure.
Councilmember Delaney said, "the water that we have in the city... it's a step in the right direction," and the measures passed by roll call. The council noted these are follow-ups to work introduced earlier and framed them as short-term capital expenditures to improve system reliability.
Both ordinances were opened to the public for comment (no substantive public testimony was recorded) and passed on final reading.
