Ventnor City approves change orders, water‑infrastructure contracts and a recreation project

The Ventnor City Commission adopted a group of resolutions authorizing change orders, engineering services and construction contracts on infrastructure and recreation projects.
Commissioner Langra described Change Order No. 3 for the Ventnor Gardens Plaza stormwater rehabilitation as the project’s final change order, saying, “this is the final change order on the project. It does increase it by $67,139,” and noted the total contract remains under the original amount. The work covers final paving, manhole work, gutter and sidewalk repairs and installation of a bar screen at the pump station; Margate will be billed separately for its share of pump-station reconstruction work where applicable.
The commission approved Resolution 365 to engage Marathon Engineering and Environmental Services for a preliminary assessment related to Ventnor West parcels (not to exceed $4,000) connected to a Green Acres diversion review and forthcoming appraisal work. Commissioners discussed Green Acres certification requirements for any appraisals tied to diversion and compensation parcels.
Resolution 368 authorized Remington & Vernick Engineers to provide planning and design services for a Winchester Avenue water main replacement under the New Jersey Water Bank FY26 drinking-water program, with the contract not to exceed $65,000; officials said the I-Bank funding will support design while sewer work on the same street will be coordinated during construction.
On an urgent infrastructure item, the commission confirmed Resolution 369 authorizing an emergency contract under the New Jersey Local Public Contracts Law after city staff discovered an inoperable 14‑inch water main valve that crosses under the bay. The valve’s operability was critical because a nearby bulkhead construction project requires the ability to isolate the line; city engineer Ed Stinson certified the emergency and the commission waived bidding requirements to allow immediate work to proceed.
The city also awarded Resolution 381 to Shore Top Construction for reconstruction of municipal pickleball and tennis courts, authorizing work not to exceed $1,133,495. City officials said bids were within $50,000 of one another and that the work will include resurfacing, new fencing and a pavilion, with construction expected to begin within 30–45 days and complete by spring.
The motions to adopt these resolutions were moved, seconded and approved by roll call with Commissioner Langra, Commissioner Mento and Mayor Creel voting yes on each item.
No formal public objections to the projects were recorded during the meeting.
