Glen Ridge to seek $40,000 CDBG to make Freeman Gardens restrooms ADA compliant

Eric Deline, Glen Ridge’s deputy administrator and director of planning and development, told the council the borough received no new project proposals during the initial call for CDBG ideas and is recommending reapplying to fund accessibility work at Freeman Gardens. “We are recommending that we apply for this grant for $40,000,” Deline said, describing the project as a concrete ADA ramp into the building plus a rehab of existing bathrooms to make them ADA compliant.
Deline warned the council that using federal CDBG funds carries prevailing-wage and contractor-rate requirements that can increase costs compared with prior local estimates, and said the borough would seek co-funding from Essex County Housing and Community Development as needed. He said the application deadline is Dec. 30 and staff expect to complete the application by the end of the week.
The council later approved resolution 160-25, authorizing submission of the CDBG application, by a recorded roll-call vote (Councilors Leovitz, Hughes, Zimit, Law, Meyer and Moody voting yes; no nays). The resolution does not itself award funds; it sends the borough’s application to the county/federal grant administrator for consideration.
Next steps: Borough staff will finalize and submit the application by the stated deadline and will return to the council if the grant is awarded or if additional local funding decisions are required.
