Adrian Main Street DDA approves $115,000 transfer from TIFF to cover operating shortfall

Acting Chair opened a special March 18 meeting of the Downtown Adrian Main Street DDA and, after a staff presentation, the board approved a $115,000 budget amendment transferring TIFF funds to the DDA operating account to cover projected expenditures through the fiscal year ending June 30.
City Administrator Chad Ba, who led the financial review, told the board that a change in how budgets were presented beginning around August had created confusion and that city staff and the city auditors had reviewed the DDA accounts. "There's a recommendation that uh for you to transfer $115,000 from your TIFF fund to the operating fund along with the related uh budget amendment," Ba said, framing the transfer as necessary “so you can operate through the rest of the year.” He said the city attorney agreed the transfer could occur but reminded the board restricted funds must be used according to the DDA's adopted plan and that excess TIFF money reverts proportionally to taxing jurisdictions.
Board members pressed staff for specifics about shortfalls and timing. Michelle Dwey told the board the TIFF balance was roughly $139,000 as last determined, and staff noted that after projected expenditures and transfers the DDA would be left with a very small margin. The board heard that a portion of the apparent balance had come from a $250,000 private donor contribution earmarked for design work, which staff said must be invoiced to the designated project and therefore is not available for general operations.
The motion to approve the $115,000 transfer and accompanying budget amendment passed by voice vote; the transcript records the action as carried though it does not record individual vote counts. City staff warned the board that additional budget amendments could be necessary and recommended the DDA limit staff hiring while margins are addressed. The board scheduled a special meeting for March 26 at 8:00 a.m. to finalize the FY2026–27 budget.
The decision directs staff to work with the finance office on detailed transaction reporting and to bring any further necessary amendments back to the full board for approval.
