Parents and board press district to fix parent-portal subscription-busing confusion; tuition policy clarified

Public commenters at an Edison Township Board of Education meeting this week urged the district to change how its parent portal displays subscription-busing options, saying the current interface prompts families who are not eligible to sign up and is creating confusion, particularly for English-language learners.
"When the parents sign on to the parent portal, it pops up for the subscription busing. It's causing a lot of confusion for some of the kids, especially our ESL learners," said Sue Campion during the public-comment period. She asked whether the portal could be configured to show the subscription form only to families who need it.
Board and administrative leaders acknowledged the problem and said they will examine the portal and address the issue in an upcoming transportation meeting. The district also said it added buses this year to increase capacity for courtesy busing when seats are available.
Elizabeth Conway, another commenter, asked whether subscription busing remains financially self-sustaining when some subscribers are routed onto mandated buses. An administration representative replied that subscription busing is intended to be self-sustaining and that routes with too few sign-ups will not be scheduled.
The board also clarified a separate but related point about tuition policy: a recent change in state law and a district policy require charging tuition if families move out of the district but the student continues attending. Board members said proration can apply "for a short period," but that boards no longer have the discretion they once exercised to waive tuition in those cases.
Board members emphasized transportation safety and rules for bus assignment at the meeting, noting students can lose a reserved seat after an extended absence and warning parents not to put students on buses they are not assigned to because of liability concerns.
The administration said it will follow up with parents through the transportation committee and the upcoming agenda to address both the parent-portal configuration and any procedural clarifications about subscription busing.
