The El Paso de Robles City Planning Commission voted 4‑0 on March 10 to approve a two‑year time extension for the Cavell commercial project at 2930 Union Road, preserving the development entitlements and the project’s mitigated negative declaration through Feb. 20, 2028.
Staff presentation: City staff explained the extension would apply to all entitlements granted in 2024 — including the plan development, oak tree removal, conditional use permit and parcel map — for a 14‑acre site divided into three lots and proposed for six commercial or light‑industrial buildings totaling about 240,000 square feet. Staff told the commission the extension is needed in part because a concurrent proposal, called the Oak at Ardmore, would rezone the property under a mixed‑use overlay and, if approved in a later hearing, could supersede the commercial entitlements.
Why it matters: Preserving the previous mitigated negative declaration keeps in place the environmental determination staff relied on in 2024 and avoids the need for a new environmental review tied to the existing approvals while the property owner and applicants continue planning work. Staff said the mitigated negative declaration was approved in February 2024 and that the extension would not change the project description or site character.
Commissioner comments and disclosures: One commissioner disclosed prior ex parte discussions about the site from earlier service on the city council; there was no public comment. No substantive changes to the approved project were proposed as part of the extension request.
Vote and motion: Commissioner Cobbler moved to approve the two‑year time extension by adopting draft resolution PC 26‑xx; Commissioner Kogler seconded. Roll call votes were recorded as yes from Commissioners Kogler, Kar Rubius, Neil and Rhoden. The motion passed 4‑0.
What’s next: With the extension approved, the existing commercial entitlements remain active through Feb. 20, 2028 unless superseded by a future action such as the Oak at Ardmore mixed‑use application, which staff said is expected to come before the commission at a subsequent meeting.
