Utilities Director Brian told the board the city has budgeted renovations for the Carter Park and Western water towers and had prepared bid documents that include a city-name base scheme ("Bowling Green, established 1833") and alternates to add or remove third-party naming. Bowling Green State University expressed interest only in the Carter Park tower because of its visibility from I-75, Brian said, and the proposed deal would require BGSU to pay the contractor cost for adding its logo — half up front and half spread over five years — if the board and city council approve the ordinance and final agreement.
The draft agreement will not change interior operations or the city’s ability to use the tower, Brian said; the measure focuses solely on exterior painting and signage. The work would be financed through a 20-year Ohio EPA (OWDA) loan that the utilities will secure for the overall tower projects.
Board members asked whether the western water tower’s appearance would be constrained by the agreement. Brian said the western tower would follow the city’s established paint scheme (off-white with green stripes and the city name) and that any BGSU identification was intended only for the Carter Park tower under the proposed approach.
A motion to approve Resolution 03202601, authorizing the agreement with Bowling Green State University for use of the Carter Park water tower, passed on roll call. The recorded votes were New Love — yes; Wagner — yes; Suzig — yes.
Next steps called for finalizing the agreement language and returning the matter to city council for ordinance approval and execution of the contract if council concurs.
