Torrance Unified will join Operation Recognition to award honorary diplomas to eligible veterans

The Torrance Unified School District board voted to participate in Operation Recognition, a statewide program that allows school districts to issue honorary high school diplomas to certain veterans and Japanese American internees who left school to serve or were forcibly removed during World War II.

Dr. Stephanie Lewis, representing Torrance Adult School, explained eligibility requirements for participation, saying that qualifying recipients typically must provide documentation such as honorable discharge papers or internment records. She cited California Education Code sections 51440 and 51430 as the statutory authority that permits retroactive granting of diplomas to eligible veterans and internees.

Lewis told trustees that diplomas can be awarded posthumously to family members and that recipients will be recognized during the district’s end‑of‑year high school graduation ceremonies if approved. She identified an anticipated recipient, Robert Spencer Taylor, a Marine who would have graduated from West Torrance High School in 1967, and said approval would allow him to pursue further education opportunities for which a diploma is required.

Board members asked how outreach would occur; Lewis said a volunteer who contacted the district had helped reveal demand for the program and that the adult school would include notice in marketing and provide application materials requiring discharge documentation.

Trustees approved the district’s participation; the motion carried during open session. District staff said diplomas will be presented during graduation and that family members can apply on behalf of deceased veterans.

The board did not record a roll‑call tally on the public transcript beyond the chair’s announcement that the motion carried.
