Board approves LCAP, tentative budget, labor settlement and several contracts and resolutions

The Roseville Joint Union High School District board approved a set of financial and personnel actions at its June 10 meeting.
Key approvals included adoption of the district's Local Control Accountability Plan (LCAP) for the second year of the three-year cycle and the tentative budget for fiscal year 2025–26. Both motions passed by voice vote.
The board ratified the CSEA (classified employees) 2025-26 settlement agreement, authorizing a 2.3% salary increase and required public disclosures. It also adopted Resolution 2512 under Education Code 44263 authorizing Roseville High School teacher Paul Stewart to teach specified courses beyond a multiple-subject credential; trustees approved that resolution by a roll-call vote.
The board authorized a one-year contract with ESS (Educational Support Services) to provide classified substitute staffing services beginning in the 2025-26 school year; staff said ESS recruits, onboards and manages substitute personnel and could increase fill rates in paraeducator and other classified roles. Trustees also adopted Resolution 2511 permitting temporary interfund transfers to manage cash-flow timing while awaiting property-tax receipts.
