Miss Peterson told the board the recommended approach is to locate the program at a school west of Interstate 15 and to begin enrollment at transitional kindergarten (TK) for the 2026–27 school year. The proposed model would use a 90/10 target‑language ratio early in the program, with progressive shifts toward more English instruction as students advance into upper elementary grades.
Staff noted operational considerations: starting TK would require opening two classrooms in the first year (40 TK seats at a 20‑student cap per TK class), furniture costs (about $16,500 per classroom) and initial curriculum/setup costs (about $9,500 per classroom). The district plans staff and community meetings, to align draw and enrollment processes with existing immersion practices, and to examine middle and high school language pathways and state Seal of Biliteracy implications.
Trustees asked about whether higher grade entry would be possible, program review cadences and expected enrollment thresholds. Peterson said programmatic fidelity and language proficiency grow over several years and that enrollment logistics favor beginning at TK (though students with sufficient proficiency may be assessed for entry at higher grades). Staff anticipates announcing site selection quickly and holding meetings with staff and community in November–December.
