Winston Point residents press Clayton council to enforce long-standing developer obligations

Several Winston Point residents told the Clayton Town Council on March 16 they remain frustrated over unresolved obligations tied to the neighborhood’s developer and urged stronger enforcement and clearer town communication.
Lauren McCourt, an HOA board member, recounted repeated outreach to town staff and said a January 30 mailbox relocation commitment was later extended to Feb. 28 with subsequent communication lapses. She asked council to consider whether additional approvals for the developer should proceed before outstanding issues are resolved: “Allowing additional development while these commitments remain unfinished creates understandable concern for residents who have waited years,” McCourt said.
Neighbor Rich Dirkman described ongoing site infractions, stormwater pond issues and other violations he said the developer has been slow to address. Town staff and the town manager acknowledged gaps in communication, explained jurisdictional complexities after portions of the development moved from county to town oversight, and said permit revisions for a mailbox kiosk were submitted recently and staff had prioritized review.
Town staff said the mailbox kiosk plans were updated to current building codes and submitted for review; once permits are issued the developer indicated construction could follow within about 30 days. Staff also said stormwater conversion work and land-disturbance permit corrections are in active review and that they will continue to press for resolution and keep the HOA informed.
Residents asked for continued follow-up from the town and promised to provide documentation of outstanding violations; staff asked residents for contact information to coordinate responses.
