Council approves plats and committee funding, hears memorial plans and youth council changes

At its March 18 meeting Middleton City Council handled a range of administrative actions and event items.

Appointments and land use approvals: Council approved the mayor’s appointment of Tyson Sparrow to the Planning & Zoning Commission (term 3/18/2026–9/13/2027), and unanimously approved final plats for Black Powder Subdivision No. 2 (57 homes) and West Highlands Phase 20 (53 homes). The motions were routine and passed without objection.

Fourth of July funding and fundraising plan: The council authorized the Fourth of July Parade & Fireworks Committee to use up to $25,000 in council discretionary funds for the 2026 celebrations, including fireworks enhancements, portable restrooms, parade security, fundraising apparel and marketing. Committee members described a seed-fund plan: purchasing 1,000 T-shirts (local vendor), 2,000 flags to hand out, and a limited-edition squishy mascot to sell. Committee estimates showed selling pre-ordered shirts could generate roughly $12,000 if all inventory sells; council members asked for later reporting on return on investment while approving the initial authorization unanimously.

Youth Council ordinance and nominations: Council adopted Ordinance 716 to allow flexible student membership on the Middleton Youth Council and to permit at least one adult member (with additional adults as needed). The council then nominated and approved two adult members—Mr. Sparrow and Mr. Christiansen—joining a previously approved adult member, Amaya Flores. Staff noted background checks and onboarding paperwork are required for adult volunteers working with youth.

Memorial: Staff announced a memorial ceremony for former Mayor Hutchinson scheduled for March 27; the family and veteran groups are expected to attend.

Consent and procedural matters: The consent agenda (with minor minute edits) passed unanimously.
