Staff flags 53‑space courthouse parking shortfall if Brightline gains county lot; commission to send technical letters on parking and Everglades operational‑pro

City staff presented two technical items of regional significance and commissioners directed staff action.
1) Brightline and courthouse parking: Development Director Jody Cougler reported a physical count and historical review showing the courthouse site has 334 on‑site spaces today; if Brightline takes the 169‑space area proposed for its access, the courthouse would be left with about 165 on‑site spaces — a 53‑space deficiency against the site’s parking obligations under the city’s historical calculation. Commissioners discussed potential traffic stacking and neighborhood impacts and directed staff to send a report/letter to Martin County and other relevant grant partners (Brightline, U.S. DOT, Federal Railroad authorities) to flag the deficiency and ask for mitigation (shared parking, garage or other solution) before project approval proceeds.
2) Everglades operational plan comment: Environmental planner Ruth Holmes asked for commission permission to submit a short, technical comment to the U.S. Army Corps of Engineers on proposed operational protocols for the EAA reservoir and STA project. Holmes said one Corps alternative relies on Lake Okeechobee outlets (S‑80/S‑308) as disposal that the city opposes; staff recommended urging alternatives that maximize south‑flow to STAs and minimize discharges to the St. Lucie estuary. Commissioners gave consensus for staff to transmit the technical comment.
Commissioners asked that the Brightline parking letter go first to Martin County and be cc’d to project partners; they also asked staff to ensure the Everglades comment is technical, evidence‑based and limited to NEPA/APA legal and operational issues.
