City staff member Zachary Smallwood described the amendment as a clarity-focused change that inserts a table identifying who reviews and decides on different subdivision actions and defines terms such as "full boundary adjustment," "simple boundary adjustment," and "development staff." "All we're doing is taking out some text that would have explained this and just putting it in table form," Zachary Smallwood said, explaining the change was modeled on another city's approach to simplify decision pathways.
Why it matters: The amendment is intended to make the code more transparent by clarifying which actions the director can approve (for example, certain simple boundary adjustments) and which actions should come before the commission. Staff told the commission the definitions were pulled from state law where applicable and that the changes do not conflict with the general plan.
