The Trophy Club Planning & Zoning Commission on March 12 recommended that the Town Council approve the final plat for "The Trails," an 18‑lot single‑family subdivision on roughly 7.603 acres north of Milson's Point Drive.
Matt, a town staff member who presented the proposal on behalf of staff and noted the applicant as Foxwood LLC, told the commission the property had been annexed and preliminarily approved in earlier actions and that the final plat seeks to abandon several existing easements. "Staff recommends approval," Matt said, adding the plat is consistent with the town's subdivision regulations, meets the requirements of PD27 and complies with the town's engineering standards.
The commission used its discussion to clarify technical points. A commissioner asked who owned several 10‑foot electrical easements shown on the exhibits; neither staff nor the commissioners could confirm ownership from the materials before them and agreed the easement notation appeared to be historical. When asked whether The Trails would be gated, Matt said, "At this stage it is all public improvements," and that the streets were planned to meet town standards.
Commissioners also pressed on pedestrian safety and amenities along the proposed walking trail. Staff said no formal lighting plan was included with the final plat submission but that the developer indicated it would install reflectors and matching pavers consistent with the town's existing streetscape; staff added they had not yet seen Encor's full layout but anticipated at least two street lights along the route. Matt said the HOA could request additional illumination if needed.
A commissioner moved to recommend approval of Case FP260001; another commissioner seconded. The motion carried unanimously and the commission recommended the final plat to the Town Council (the record indicates the recommendation was unanimous; vote counts were not specified).
The commission then approved the Feb. 12, 2026 meeting minutes and adjourned at 6:08 p.m.
What happens next: The Town Council will receive the commission's recommendation on the final plat for The Trails as part of its agenda process; the commission did not take steps that would itself finalize the plat — formal action by the council is required for ultimate approval.
