Madison adopts grant policy, endorses America's 250th activities and receives finance update

At its March 16 meeting, the Madison commission approved an updated grant policy, adopted a resolution to recognize the city as an America's 250th South Dakota community and received a finance update including the status of the 2024 audit.

Amy described the updated grant policy, which adds a pre-grant qualification form completed by department heads at the outset of the grant process. "It just gives a pre-step clarity before the grant process begins," she said. Commissioners approved the updated policy by voice vote.

The commission then approved Resolution 2026-03 recognizing Madison as an official America's 250th South Dakota community. Jameson introduced the item and invited Julie Brew of the Lake County Museum, a member of the state committee, to describe plans. Brew said communities statewide will join in a July 8 coordinated reading of the Declaration of Independence and modest local events such as band concerts and veteran tributes; she said the Daughters of the American Revolution is an anticipated grant source for local activities.

Finance staff reported the draft 2024 audit is circulating for management review and summarized cash and investment balances (general cash ~$9.91 million; investments ~$2.69 million; checking ~$4.28 million). Staff also reported February sales tax was up 2.6%, bringing year-to-date sales tax to +7.76%.

Commissioners announced upcoming meetings (work session March 23; regular meeting April 6) and adjourned the meeting.
